Driven by this realization, Sindle has embarked on a mission to redefine the standard of supportive living for individuals with intellectual and developmental disabilities.
Sindle’s wealth of experience and knowledge spans decades, and his credibility is the bedrock upon which Elite Developmental Services Inc stands.
Sindle’s long journey has allowed him to forge key strategic partnerships with placing and funding agencies, the esteemed Ministry of Children and Community Services, Case Management Agencies, Community Living Agencies, and the educational sphere.
His legacy is etched in the meticulous completion of hundreds of Quality Assurance Measures audits—a feat that earned him the moniker “the godfather of QAM.” With unwavering resolve, he ensured that agencies adhered to the highest standards, leaving no room for mediocrity.
Yet, Sindle’s vision and passion transcends mere compliance. His discerning eye recognized the gaps in existing supportive living models and processes. It was time for a new team to emerge amongst the existing lineup of services.

Steve Sindle
Hello, my name is Steve Sindle, and I am the founder/owner of Elite Developmental Services Inc. My professional career has seen me dedicate over 30+ years to the field of Developmental Disabilities. Most recently, as the lead tasked with ensuring other agencies across the province are Quality Assurance Measures compliant. My passion now is to continue to further elevate the level of out of home/transitional services with EDSI.
I received an Honors Bachelor of Arts Degree, Major in Psychology and Minor in Sociology from the University of Guelph. My work in Developmental Services has seen me work at several non-profit agencies each with various roles. I have also had the pleasure of facilitating courses in the DSW Apprenticeship program across 15 years at three colleges in Southwestern Ontario, most notably Humber ITAL, imparting knowledge, and real-world experiences to the next group of professionals within the sector.
Please know what I have enjoyed most over the years are the many opportunities to interact with thousands of dedicated staff at various agencies, community partners, and families who share the same passion for ensuring that individuals are offered the best circumstances to lead Empowered Lives with Enriching Futures.

Paula McDougall
Paula McDougall is an accomplished professional with a diverse background in operations management and developmental services. She holds a Bachelor of Arts Degree in Sociology from the University of Guelph, complemented by a three-year Operations Management Diploma granted by Niagara College Canada. Paula’s educational journey also includes specialized training in General Arts & Science, Corrections Work and Behavioural Techniques.
With over 10 years of experience in not-for-profit organizations serving marginalized populations, Paula has honed her skills in outcome-oriented crisis intervention. Her expertise in this area has been instrumental in providing effective support to individuals in crisis, while fostering environments conducive to growth and stability.
In addition to her extensive experience in crisis intervention, Paula has spent an additional 8 years focusing on Developmental Services. Throughout her career, she has held various positions including Team Lead, Area Manager, Service & Training Coordinator, and Safe Management Instructor. These roles have provided her with a comprehensive understanding of the intricacies of developmental services, transitional out-of-home care and the importance of quality assurance.
Paula is deeply committed to supporting individuals with developmental disabilities to decrease maladaptive behaviours and increase their independence and social skills. Her passion for making a positive impact is evident in her dedication to improving the lives of staff, colleagues, and the individuals supported by Elite Developmental Services Inc. Paula strives to create inclusive and supportive environments where everyone can thrive and reach their full potential.
