What is QAM?
QAM is a framework established to ensure that services provided to individuals with developmental disabilities are delivered safely, effectively, and respectfully. This regulation (Ont. Reg 299/10) is part of the Services and Supports to Promote the Social Inclusion of Persons with Developmental Disabilities Act, 2008 (SIPDDA) in Ontario. QAM aims to ensure that agencies and Developmental Services Ontario provide high-quality services and supports to the individuals that are supported.
What are some of QAM’s main standards?
QAM sets out the standards and requirements that service providers must follow to maintain high-quality care and support. These measures include guidelines for staff training, health and safety protocols, individual care plans, and regular compliance checks. The goal of QAM is to ensure that individuals receiving support have their rights protected, their needs met, and their overall well-being enhanced through consistent, high-quality service delivery.
Individualized Planning
Customized Support Plans: Agencies must develop individualized support plans tailored to each service user’s unique needs, preferences, and goals. These plans should be regularly reviewed and updated to reflect any changes in the individual’s circumstances or aspirations.
Person-Centered Approach: The planning process must actively involve the individual, their family, and other relevant stakeholders, ensuring that the individual’s voice is central in decision-making.
Goal Setting and Monitoring: The plans should include clear, measurable goals and outline the steps needed to achieve them. Progress should be monitored regularly, and adjustments made as necessary.
Behavioural Support Plans (BSP)
Positive Behavior Support: Agencies must ensure that individuals with challenging behaviors have a BSP focused on promoting positive behaviors, effective communication, and adaptive skills.
Assessment and Intervention: BSPs should be based on thorough assessments and include proactive strategies, as well as reactive strategies, to manage behaviors in a positive and supportive manner.
Family and Staff Involvement: Families and staff should be trained and involved in the implementation of BSPs to ensure consistency and effectiveness across different environments.
Healthy & Safety
Safe Environments: Agencies must ensure that all environments where services are provided are safe for both service users and staff. This includes regular safety inspections and maintenance of facilities.
Emergency Procedures: Agencies must have clear emergency procedures in place, including fire drills, first aid, and evacuation plans. Staff should be trained to handle emergencies effectively.
Health Protocols: Agencies must follow strict health protocols to prevent the spread of infections and manage health emergencies. This includes regular health checks and promoting hygiene practices.
Rights & Dignity
Respect for Autonomy: Agencies must respect the autonomy of individuals, ensuring that they have the freedom to make their own choices and decisions about their lives.
Privacy and Confidentiality: Agencies must protect the privacy and confidentiality of service users, handling personal information with care and discretion.
Cultural Sensitivity: Agencies must respect and accommodate the cultural backgrounds, beliefs, and practices of service users, promoting an inclusive and respectful environment.
Staff Training and Qualifications
Qualified Personnel: Agencies must employ qualified staff who meet the necessary educational and professional standards for their roles.
Ongoing Training: Agencies must provide initial and ongoing training and professional development opportunities to ensure that staff skills are up-to-date and aligned with best practices in the field.
Competency Assessments: Regular assessments should be conducted to evaluate staff competencies and identify areas for further training and improvement.
Complaints & Appeals
Transparent Procedures: Agencies must have clear, accessible procedures for addressing complaints and appeals related to the services provided. Service users and their families should be informed of these procedures.
Timely Responses: Complaints should be addressed promptly and fairly, with a focus on resolving issues and improving service quality.
Feedback Mechanism: Agencies should use feedback from complaints and appeals to identify areas for improvement and implement changes to prevent similar issues in the future.

EDSI is committed to fostering greater transparency and trust with parents/guardians by providing regular updates, pictures, and videos of individuals’ daily activities and milestones. With parental consent, EDSI will utilize various communication channels to share meaningful insights into individuals’ lives, promoting a deeper understanding and connection between families and their loved ones.

Providing Resources and Education
Counseling Services: Connecting families with information and resources about professional counseling services to help families manage emotional and psychological challenges.
Support Groups: Connecting families with information and resources about support groups where families can share experiences and provide mutual support.
Online Resources: Connecting families with information and resources about websites that explain specific areas of choice within the Developmental Services Sector.
Regular Updates and Transparency
Multimedia Updates: With parental/guardian consent, sharing regular pictures, videos, and stories of individuals’ daily activities and milestones through various communication channels. Communication Channels: Utilizing phone calls, emails, video calls, and other platforms to keep families informed about their loved ones’ progress. Preparing a communication protocol along with family visit scheduling during our transition process.
Active Listening: Really listening to parents and guardians about their hopes and dreams regarding and alongside their loved-ones. Communicating when meetings are held and inviting families and guardians to important information sharing sessions.
